Many business people hire low rate programmers and find that they wasted their money and valuable time.   Sometimes this is due to the programmer overestimating his/her skill level.   Other times it is due to communication and time zone issues.   There are thousands of horror stories involving inexperienced business people trying to hire and supervise low rate programmers.

Then there is the issue of accountability.  If the programmer defaults, holding him/her responsible can be very difficult but usually it is impossible.

Another cause for concern should be the adequacy of the data and program design, especially the data design.   For even a moderately complex system, good data design is critical to having a robust program.  Also, a good design significantly reduces programming time.  Poor data design can, and often does, result in a program that cannot be finished.   It ends up in the trash can.

Another disaster is when there is so much invested in the program (often complicated by the program being in use) that starting over is not an option.
